What the list is made of

Two thirds of the list is one reason

Every elector carries exactly one reason code. Permanent shifting alone outweighs the other three combined, which is what makes this a migration record more than anything else.

Listings per booth run 3.5 times higher in some seats than others

Raw totals mostly track how big a constituency is, so they say little on their own. Listings per polling part is the fairer comparison: parts are near-uniform units, so this is the closest thing to a rate the published lists support.

The mix is not the same everywhere

Some seats are almost entirely shifting; others are a quarter untraceable

Against a Delhi mix of 66% shifted and 25% absent, individual constituencies run from 85% shifted to 57% absent. Death shares vary more sharply still, and the seats at the top of that column are the dense old-city wards.
