Delhi's original roll carried 1.45 crore electors; 97,53,577 remain on the draft roll and 47,56,722, or 32.78%, have been flagged uncollectable. The rate runs from 16.55% in Rohini to 47.83% in Tughlakabad, and constituency size does not explain the gap. Separately, this site's own booth-level tally lists 47,56,705 electors on the ASDD list itself.

The list is close to evenly split by gender everywhere: the female share of the draft roll runs from 47.04% to 50.90% across all 70 constituencies, a spread too narrow to explain any of the pattern below.

Against a Delhi mix of 66% shifted and 25% absent, individual constituencies run from 85% shifted to 57% absent. Death shares vary more sharply still, and the seats at the top of that column are the dense old-city wards.

The obvious explanation doesn't hold

Constituency size does not predict the uncollectable rate

Each bubble is one constituency, sized by its original roll. Across all 70 constituencies, roll size and uncollectable rate correlate at r = −0.01, effectively zero. A constituency of 65,000 electors and one of 440,000 are equally likely to land anywhere on the rate scale.
