Delhi's original electoral roll carried 1.45 crore electors. Of those, 97.5 lakh remain on the draft roll and 47,56,722, or 32.78%, have been flagged as uncollectable. The rate runs from 16.55% in one constituency to 47.83% in another, and constituency size does not explain the gap.

Where the original roll went
The published report gives two numbers for every constituency: how many electors remain on the draft roll, and how many were separately flagged uncollectable. Added together, those two numbers reconstruct the original roll size, a figure the source documents do not otherwise state directly.
The list is close to evenly split by gender everywhere: the female share of the draft roll runs from 47.04% to 50.90% across all 70 constituencies, a spread too narrow to explain any of the pattern below.
What the uncollectable count is made of
This PDF gives a single uncollectable figure per constituency with no reason attached. Joined against this site's own Delhi ASDD list by constituency, every uncollectable elector carries one of four recorded reasons. The two publications agree exactly for 59 of 70 constituencies and are within 3 records for the other 11 - 17 records total out of 47,56,722, from the two lists being pulled on slightly different dates.

Constituency size does not predict the uncollectable rate
Each bubble is one constituency, sized by its original roll. Across all 70 constituencies, roll size and uncollectable rate correlate at r = −0.01, effectively zero. A constituency of 65,000 electors and one of 440,000 are equally likely to land anywhere on the rate scale.

The spread bar shows the range between a district's lowest and highest constituency, with the white tick at the district's own rate. South East runs almost twice the rate of Outer North, and every South East constituency sits above every Outer North one.
